1. Compare the policy problem across the two countries. Think about the following:
• How is the problem defined? Is it defined in the same way by the two countries?
• What is causing the problem?
• Who is affected by the problem?
2. Critically evaluate and compare how each country has responded to this problem through the policy
process. Think about the following:
• What policies are in place in each country and how do they compare?
• What were the policy drivers – think about the political, economic, social and cultural contexts of the countries?
• Who are the key actors (and policy entrepreneurs), including supporters and opponents?
• What power relationships are evident?
• What is the role of civil society and the private sector in policy making and policy solutions?
3. Based on your analysis of the evidence, provide a series of recommendations for each country.
– Recommendations can be for policy makers, but also practitioners (as appropriate).
– Also think about what cross-country lesson learning (policy transfer) might take place to help the countries tackle the problem
i.e. can one country learn anything from the other?
Your report should draw on a range of literature sources including academic research, policy evidence, grey literature (e.g.
organisational reports).
